Maseru

Southern Africa’s textile-linked creative economy — a production-driven and heritage-rooted ecosystem of designers, manufacturers, and artisans shaping fashion through craftsmanship and export manufacturing.

Country Overview

Fashion Law in Lesotho.

Lesotho’s fashion industry, centred in Maseru, is uniquely defined by its strong garment manufacturing base, which plays a major role in export production, particularly within global apparel supply chains. Alongside this industrial strength, local designers draw heavily from Basotho cultural identity, especially traditional textiles and the iconic Basotho blanket, which remains central to both cultural expression and commercial design.

A key legal and structural challenge in Lesotho’s fashion sector is the heavy dependence on export-oriented manufacturing, where most factories operate as subcontractors for foreign brands. This creates limited local value retention, weak bargaining power for domestic stakeholders, and high exposure to shifting international trade and compliance requirements.

FLI Africa's Lesotho programme engages the fashion community to strengthen legal awareness across both manufacturing and creative sectors, promote fair and transparent industry practices, and advocate for frameworks that ensure Lesotho’s fashion economy is both globally competitive and locally inclusive.
